El presidente del Instituto Nacional de Bienestar Animal (INBA), Esteban Vieta, inform\u00f3 sobre un notorio aumento en las denuncias de maltrato animal en todo el pa\u00eds. Seg\u00fan detall\u00f3, el organismo pas\u00f3 de recibir unas 400 denuncias mensuales en 2024 a m\u00e1s de 550 en 2025, lo que representa un incremento cercano al 40%.
Vieta se\u00f1al\u00f3 que \u201cel porcentaje de maltrato animal es bastante alto\u201d y alert\u00f3 sobre las dificultades para hacer cumplir las sanciones. De las 44 multas aplicadas recientemente, solo dos fueron efectivamente pagadas. Explic\u00f3 que el problema radica en que \u201cla multa no est\u00e1 atada a nada\u201d, es decir, no existe un mecanismo que obligue al infractor a abonar la sanci\u00f3n.
Ante esta situaci\u00f3n, el INBA mantiene contacto con legisladores con el objetivo de vincular las multas al pago de alg\u00fan tributo que asegure su cumplimiento.
En cuanto al marco legal, Vieta insisti\u00f3 en la necesidad de tipificar el maltrato animal como delito. \u201cNecesitamos eso. El Uruguay necesita ir hacia ese lugar\u201d, expres\u00f3, subrayando que existen \u201csituaciones muy profundas y lamentables\u201d que requieren una respuesta m\u00e1s firme del Estado.
El jerarca reconoci\u00f3 que el INBA carece de herramientas reales para castigar a los responsables y valor\u00f3 el trabajo conjunto que se realiza con organizaciones no gubernamentales, intendencias, juntas departamentales y legisladores. \u201cNuestro pa\u00eds necesita avanzar en esta materia para mejorar la pol\u00edtica p\u00fablica\u201d, concluy\u00f3.
